The talk is split into four sections-

Introduction to the topic which poses two questions, namely-

  1. How should we use the Net to exchange information?
  2. How do we set up web sites to help us?

The conclusion answers those questions

Mathew Ling's series of articles in the IoA Bulletin, entitled "Noise on the Net" is available on the BRE's web site in DOC format, and on the IoA's site in their feature's section, in HTML format (much more useful).  There is also an American article "Surf the 'Net for News on Noise" [Broken Link].
